ABSTRACT
The Regulation establishing the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (Frontex) was adopted in 2004.1 Since 2005, Frontex has been operating from its headquarters in Warsaw, Poland. In December 2014, Fabrice Leggeri succeeded the Agency’s first executive director, Ilkka Laitinen.
