ABSTRACT

Africa seeks accelerated growth and transition from a peasant to a modern society, where scientific knowledge, technology and innovation drive economic growth and development. This aspiration for increased growth and transformation is widely emphasized in the national development plans and strategies (Government of Uganda, 2013). These country plans provide a 20 to 30-year horizon by which the countries should achieve at least middle-income status – a middle-income country is one whose annual gross national income per capita is between US$1,045 and US$12,736 (World Bank, 2016).
