ABSTRACT

This chapter considers the key challenges in terms of land and land acquisition issues which are critical for building confidence among foreign institutional investors in terms of the ease of doing business. The rapid population growth has outpaced the planning interventions in most large Indian cities resulting in unplanned, leapfrogged physical development and considerable transport challenges for intra-city and regional traffic. Increased investment in infrastructure is not only critical for the country's growth and to sustain the battle against poverty, but also to lay the foundations for stronger economic growth in the future. Delays in land acquisition and bureaucracy issues together with ineffective resolution of disputes are huge bottlenecks to implementing infrastructure projects in India and often result in time and cost over-runs, stalling projects for years. Land readjustment is used in many countries to reconfigure underperforming land parcels and, after pooling land and servicing areas with basic infrastructure, achieve coordinated planned development.
