In this chapter we turn our attention to Berlin and the creation of a Solar Atlas designed to stimulate the installation of solar photovoltaic (PV) and solar thermal (hot water) systems in the city. The project was initiated by the Berlin Senate, funded through the European Fund for Regional Development, project-managed by Berlin Partner (the city’s PR arm) and delivered by virtualcitySYSTEMS, a company specializing in 3D city models. Conceived as a means through which to encourage investors and residents to imagine the solar potential of the city, the Solar Atlas required the alignment of actors at multiple institutional scales, and developed due to Berlin’s growth and development ambitions, paired with the growing imperative at national and municipal levels to address climate change and energy security.
