Policy implementation in development projects does not occur in a vacuum. The process leading to an intended policy or development outcome may produce unexpected results, as may the outcome itself. In this chapter, we conceptualize these unexpected outcomes as “paradoxes” and analyze the case of development offi cials working in postwar Bosnia to demonstrate how paradoxes emerge within the Managerial Flow framework.
