It is acknowledged that small to medium-sized enterprises (SMEs) require support as they are limited by their fi nancial and internal resource capacity. Ultimately this “smallness” is distinctive, but “this distinctiveness of SMEs affects their support needs and how such support is delivered if it is to be effective” (North, Smallbone, & Vickers, 2001, p. 311).
