The history of aid or cooperation is inseparably intertwined with the offer of ‘development’ and its relations with education, skills, technical assistance and capacity building. Similarly, the future of aid or cooperation in the mid-2010s seems to be linked to wider debates about the next development agenda, which will have been settled by September 2015. The actors in these exchanges have altered a great deal over the lengthy period being reviewed, with former recipients of aid becoming donors and completely new donors emerging. Equally, the modalities of assistance have changed a great deal. There have been mood swings from euphoria to pessimism about aid’s role in helping countries to reach the global targets. A good number of the serious accounts of aid to education have actually been supported by development agencies.
