The use of the term public-private partnership (PPP) to describe the involvement of the private sector in the delivery of public services, in this case education, has become widespread during the last 20 years. Any specificity that was originally attached to the concept has become fuzzy over time: “partnership” has become part of the descriptive vocabulary of a wide variety of activities such as public sector contracts with the private sector, publicly-subsidised private education, philanthropy and some governance mechanisms.
