ABSTRACT

Previously, we discussed the development of broadcast and cable regulation. We now turn to the pragmatic task of applying those regulations to the daily operation of commercial over-the-air broadcast and cable facilities. We will look at the process of obtaining and renewing a license. We will not deal with engineering and technical regulations, except as they interface with the issues related to licensing broadcast stations. It is essential that students of electronic media law and regulation become familiar with Title 47 of the Code of Federal Regulations as it applies to broadcasting. Rules that affect daily broadcast operation can be found in Title 47. Students should regularly check the FCC Web page (www.fcc.gov) for information about the latest Commission actions. You should also check the Federal Register for Notices of Proposed Rule Making and other FCC actions that affect broadcasters and cable operations. Finally, an online subscription to a commercial service such as Pike & Fischer’s Communication Regulation is a valuable aid.
