ABSTRACT
The preceding passage could describe concerns voiced today about controversial material available on the Internet. Instead, it refers to the hobby of listening to “profane” wireless radio transmissions from ships in the early part of the twentieth century. The similarity of concern is interesting. What is ironic is that many of the underlying assumptions, policies, and laws applied to early radio remain today-in spite of the passage of nearly 100 years.
