Was the National Socialist regime a monocracy in which, according to the model of totalitarian dictatorship, key decisions were determined by the will of Adolf Hitler? Or did the growing fragmentation of the leadership structure create a polyarchy, parts of which became independent, exercising power without Hitler’s permission and perhaps even against his will? Neither interpretation denies the central role of Adolf Hitler. However, monocracy and polyarchy are presented as alternative descriptions of the National Socialist regime.1
