Emotional Distress 18 Months After a Train Derailment and Chemical Spill Background

An Illinois Central Gulf freight train derailed on Tuesday, September 28, 1982 at approximately 5:12 a.m. on the ICGRR track one third mile east of the center of Livingston, Louisiana 30 miles east of Baton Rouge. The following account of the derailment and its immediate aftermath is extracted from news reports in the Baton Rouge Morning Advocate (Workman 1982a, 1982b, 1982c, 1982d, 1982e, 1982f, 1983) and from one of the technical reports issued by Gulf South Research Institute (GSRI, 1984a), the prime contractor for the subsequent court-ordered impact assessment.
