Malcolm (2009), using her own experience as a nursery manager, undertook exploratory research on the questions in Example 12.1. She found that while the rhetoric of participation is becoming more integrated into policy and practice demands, practitioners struggled to operationalise this standard – and evidence it. Yet the standard clearly exercised staff, with it establishing an expectation that they would address participation.
