Scoping of impacts

The objective of scoping is to identifY the significant issues associated with a proposed action and thus to determine the issues to be addressed in the ElA report. Scoping was not an original requirement of the US National Environmental Policy Act 1969 (NEPA) but was added in 1978 in response to the encyclopaedic nature of many environmental impact statements (EISs). Scoping was intended to ensure that more focused EISs were prepared and, incidentally, has assisted in increasing coordination between proponents in the ElA process and in the agreeing of action-specific timetables.
