Managing the Unmanageable: Systematic Downloading of Electronic Resources by Library Users
Receiving the first e-mail from a vendor about one or more incidents of excessive and/or systematic downloading of electronic resources can be alarming. This notification of a violation of the license agreement between the library and the vendor usually requests the library to investigate the incident and report the findings. Access to the associated electronic resource may be suspended for a time to one or more IP addresses related to the incident. With the first incident, a librarian may not know where to begin the investigation. The purpose of this article is to provide some guidelines to manage and prevent such incidents in the future.
