Scotland has a population of just over 5 million people. It has a national government that has powers devolved to it by UK government, including the areas of health and criminal justice. It is estimated that there are more than 55,000 problem drug users in Scotland corresponding to the 1.6% of the population aged 15 to 64 years old (Hay, Gannon, Casey, & McKeganey, 2009). This is higher than the estimated prevalence in England. It is amongst the highest in Europe.
