Democracy today is generally understood as representative, party-based democracy.1 Over the years, the legal regulation of political parties has greatly increased and is now particularly widespread in new democracies and democratising countries.2 Party regulation today is an institutional engineering tool among other, long established instruments such as the electoral system, the regime type, or federal arrangements.3
