ABSTRACT
Sustainability Criteria The concept of sustainability complements the human instincts to endure and leave a legacy. However, economists disagree over the appropriate target. Aside from debates over discount rates and the treatment of future generations as discussed in Chapter 5, there is controversy over the appropriate substitutability criterion. That is, if we do favor nondecreasing welfare over time, how is that best achieved and how can we measure our level of achievement?
