ABSTRACT
This chapter examines the perspective that water related issues to be handled effectively can best be addressed from a broad perspective of which water forms only a part. It includes the background of transition management and of envisioning. The chapter describes two trajectories based on the transition arena methodology in which envisioning took place with developments around water in Rotterdam. The visioning trajectory is a result of reflections on the possible futures of Cityports. The chapter describes the envisioning and its relationship to the above described transition arena. The process did not use the ideas behind transition arenas, however, the ideas behind the set-up had so much in parallel with the transition arena set up that that we use it as an example for assessing the outcomes of a transition arena set-up.
