Today agriculture overall is New Zealand's largest export earner. In the year to 31 March 2009 dairy exports contributed 27 percent of total merchandise export value. New Zealand is the world's largest exporter of dairy produce. Worldwide most milk is consumed in the country of production. Only 5 percent of New Zealand milk is consumed in New Zealand, with the remainder exported as various milk products. The European Union has been able to export dairy products without export subsidies for the first time since its creation 50 years ago. However, future prospects, while looking good, are still quite uncertain if the production potential of a number of large countries is focused on milk production. The Department of Labour uses the Intermediate Skill Shortage List (ISSL) only in relation to temporary work policy. If migrants come to work in New Zealand based on meeting the ISSL requirements, there is no direct link to residence.
