ABSTRACT

The United Nations (UN) is called upon to deliver its humanitarian, peacekeeping and political mandates in volatile and high threat environments. The imperative for the UN is to “stay and deliver.” The Security Council has at its disposal a spectrum of tools to address threats to international peace and security, ranging from single nation and coalition interventions, through peacekeeping, special political missions, mediation efforts and sanctions. Ensuring that an effective safety and security framework is in place to support the delivery of these life saving mandates is critical. Difficult decisions have to be made about the acceptable risk to the lives of UN and associated personnel.
