ABSTRACT
Rapid advances in technology – in space, in the air and on and under the sea – are changing both the art of intelligence gathering and its manifestations. This in turn is creating confusion, uncertainty and disputes regarding ‘appropriate’ behaviour in others’ maritime jurisdictional zones. Already there are calls – which eventually may become shouts – for a review and revision of the ‘rules of engagement’ and relevant laws, including the Law of Sea.
