ABSTRACT
A state has no obligation to cooperate with other states. But if an act of a state or government result in causing damage to other states, the act of the state is likely to result in compensating the other states. Thus, even in a civil war or in domestic violence, a country has to act and exercise its sovereign rights with ‘due regards’ or ‘due diligence’, thus avoiding damage to other states or to their interests.
