ABSTRACT

Independent Quality Assurance (IQA) has been adopted as common, if not best practice, in public sector Projects for many years. One form of IQA is Gateway™, a best practice approach, licensed from the UK Cabinet Office that has wholesale Central Government-led uptake in the United Kingdom (UK), Australia and New Zealand (NZ). My interest in Gateway™ as a structure, process and outcome is in its intent, design and delivery for better public spending results in NZ, having based an earlier work on Gateway’s™ role in sustainable capability building in the public sector.
