ABSTRACT

With the 2003 Reform, the Common Agricultural Policy (CAP) underwent a major regime change, with a substantial migration from coupled payments and market intervention (and distorting) measures to farm-specific decoupled support based, at least in Italy, on historical payments. During 2008, further modifications of that Reform, the so-called Health Check (HC), were proposed by the European Commission (EC) for implementation in 2009.
