ABSTRACT
The ethical considerations surrounding what is called “terrorism” as well as ethical responses to terrorism are enormously complicated and often contradictory. This chapter discusses definitions of terrorism, terrorism in relationship to the major principles of just war theory, and the range of ethical responses to terrorism. It highlights the challenges posed by contemporary terrorism and the grey areas encountered when antiterrorism efforts are employed abroad and counterterrorism efforts are directed toward civilians at home.
