ABSTRACT
Introduction Welfare administrative systems balance considerations for national political-administrative con - trol and standardization, on the one hand, and local autonomy and self-rule, on the other. This balance differs between countries, and most countries seem to be characterized by mixed and partly hybrid welfare administrative systems rather than strong central control or dominant local autonomy.
