ABSTRACT

This chapter moves from a critical discussion of policies and legislative instruments developed by the Hague Programme to considering the possibility of achieving policy optimilisation in the Area of Freedom, Security and Justice (AFSJ). This step in the analysis goes some way towards putting forward a set of policy recommendations that emerge from the volume and examining why the operational side of the Hague Programme has yet to deploy its full potential. We organize the policy recommendations around the structuring axes of this volume: Freedom, Security and Justice.
