ABSTRACT

This chapter illustrates how human rights and development can and should be mutually reinforcing. It concerns the particular context of protecting and promoting human rights through aid and development programmes. The chapter analyses the conceptual and policy perspectives of the idea of Principled Engagement as deployed in the parallel and increasingly interactive fields of development and human rights. It assesses how the perspectives bear out in practice in the context of so-called "New Aid". The chapter aims to canvass particular challenges that "New Aid" poses for Principled Engagement. The increasing role of the private sector, especially by way of institutional philanthropy and innovative development financing, is another feature of New Aid. Private sector investment is enmeshed with public sector funds. Trade and aid deals can be indistinguishable, as exemplified by China's investments in Africa. The perfect storm of China's exponential economic growth, ballooning capital reserves and its commensurate demand for raw materials.
