ABSTRACT

Zingonia mirrors the outcome of industrial crisis in urban areas of Italy. In Via Anelli there is a high population turnover, and even higher in regard to drug dealing in residential complex known as Serenissima. There are specific connotations to nationality and ethnicity, for example: Maghrebi drug dealer, Nigerian drug trafficker, Albanian pimp, Romanian thief, and South American drug smuggler. Based on data published by the Department of Penal Administration it is difficult to categorize drug using prisoners according to their racial origin. They are usually portrayed as passionate smokers of cannabis. The immigrants were mainly North Africans. The ethnographic and interview findings stress that framework of oppression is partially acknowledged as such by African immigrants working in the drug market. The process is a useful tool to contain and elaborate ethnic and moral conflicts that originate from illegal adaptations. Low-threshold services are part of damage control policies when defining the subject of penal, police, media and sanitary control.
