ABSTRACT

According to the International Labour Organisation (2007) unemployment covers people who: are out of work; want a job; have actively sought work in the previous four weeks and are available to start work within the next fortnight; or are out of work and have accepted a job that they are waiting to start in the next fortnight. In most European countries, the unemployment rate has increased in the past 30 years, affecting mainly young people and women (Organization for Economic Cooperation and Development, 2009). Increasing globalization and world-wide economic competition have been accompanied by high unemployment rates (Ukpere and Slabbert, 2009).
