ABSTRACT

Canada is basic to Mexico, and it is a key player for Mexican foreign policy. Mexico and Canada have not been able to stress the importance of our bilateral relationship, as both governments have chosen to refer to the other depending on what each has first agreed with the United States. The relationship cannot wait for the two Foreign Affairs Ministries, the Mexican and the Canadian, to make decisions. Revitalizing the Canada-Mexico relationship would strength cooperation in North America and other settings. The distancing over the last fifteen years has produced a negative reaction in both countries. Even though the existence of NAFTA has allowed both countries to have a closer trade relationship as well as new investment, an analysis is needed as to why Canada and Mexico have not been able to maximize bilateral results. The two nations can strengthen the field not only bilaterally, but also through NAFTA with a trilateral mutual perspective.
