ABSTRACT

This chapter analyzes SPP's impact on promoting regional security and development along the northern Mexican border. It describes US policy on border security and if such policy has a positive impact on the flow of labor and material goods at the US-Mexico border. An agenda based on SPP poses limitations. Since 2001 the US federal government has paid more and more attention to border security issues, but the Federal Government of Mexico has not matched these measures. According to the Strategy of National Security, a policy for development represents an option for legitimizing a security policy in a bilateral and international context. Some governmental actors in the United States have indicated that democracy, economic growth, free trade, and sovereignty are priority domains that need reinforcement so that global insecurity may abate. The United States policy of border security has reduced the possibility of terrorists entering through borders with Mexico.
