ABSTRACT

In this chapter we focus on the evaluation of cultural policies as direct intervention, by applying the framework described in the introduction to this Part to the Bologna case study (Figure 15.1). The analysis investigates the evolution of ten years of cultural policies in Bologna after its nomination as the European Capital of Culture for the year 2000 (hereafter Bologna, 2000). The focus will be on their internal consistency over the decade, at least in rhetorical terms, and on the actual resources allocated to implement the stated policy aims. This allows us to address the potential disconnections between policies and practices.
