ABSTRACT
Is it harmless to recognize human rights in accordance with a popular view in Western legal culture even when they are not institutionalized in a (international) legal system? To my mind, acceptance of human rights which are not institutionalized is bound to cause innumerable problems of understanding between different moral worldviews. Confining the use of the term “human rights” to institutionalized rights is the obvious solution to such problems of understanding.
