ABSTRACT
The Royal Commission on Ecclesiastical Discipline of 1906 concluded inter alia that the liturgical law of the Church of England, based solely on the use of the Book of Common Prayer of 1662, was too restrictive for the needs of the Church at that time. The Commissioners stated that the law ‘needlessly condemns much which a great section of Church people, including many of her most devoted members, value’.1
