ABSTRACT

The countries in the Western Hemisphere have unfortunately not been spared from the scourge of terrorist acts which have affl icted all regions of the world, the worst mass attack taking place on 11 September 2001. Yet the region had been ravaged by other terrorist attacks before that date. Though most of the terrorist attacks in the region were the result of domestic terrorist groups, there had been cases of international terrorism as well. In this connection, most of the focus within the region has been on the need to cut off the fi nancing of terrorist groups and to prevent such groups from seeking a haven in the region.
