ABSTRACT

This chapter examines several key decision points that can provide a place to start when making measurement decisions and to point to some tools that may be useful in that process. Summative evaluations focus on the measurement of training outcomes and are done to provide data about a program's effectiveness or worth relative to its intended goals and costs. The chapter summarizes a portion of the literature, defines and lists some of the important factors to consider when evaluating training effectiveness, and provides guidance, where available, to validated measures. It addresses several specific issues and provides reference to a number of tools and measurement approaches intended to provide practical guidance to training evaluators when making measurement decisions. Assessing the outcomes of this training might include the measurement of target accuracy collected during training using the simulator and the transfer of those skills assessed after training in live fire target tests.
