ABSTRACT
At the turn of the Millennium, the small Central American country of Guatemala sent more children, on a per capita basis, into intercountry adoption than any other country in the world. At that time ICA was not new, as it came into practice during the 36-year Civil War; however, in the post-conflict environment ICAs began to soar in record numbers.
