ABSTRACT
A wide range of grants, benefits, allowances, rebates subsidy payments, and so on, are made to individuals, families and organizations ranging from student grants, housing benefits, new business grants, grants to parish councils and aid to foreign countries. Most of these are subject to some form of means-testing or agreed conditions, whether in the fine detail or as part of more general terms, negotiations and conditions.
