ABSTRACT

Due to an increase in the number of people affected by poverty in the current period of economic stagnation and decline in numerous regions and cities across Europe, social services are increasingly seen as a key component of the European social model. The economic crisis and the subsequent reduction of municipal revenues increased the pressure on the allocation of financial resources to social services in municipalities all over Europe. Social policy in this sense refers primarily to guidelines, principles, legislation and activities that affect the living conditions conducive to human welfare.
