ABSTRACT

This chapter contributes to debates on the Brazilian System of Innovation in Defence (SBID), particularly government initiatives. In Brazil, the Defence Ministry (MD) has great interest in the success of a Brazilian system of innovation in defence. Besides the MD, it is important to mention the Ministry of Development, Industry and Foreign Trade (MDIC) and the Ministry of Science, Technology, Innovation and Communication (MCTIC). The chapter discusses four political cultures: bureaucratic, economic, academic and civic political culture. Such cultures help the readers to understand different approaches in science, technology, and innovation (STI) policies. The Brazilian government launched the National Defence Strategy (END) that became a watershed in promoting an intensive debate on Brazilian vulnerabilities, the potential for economic development related to the defence industry, and also the strategic role of the Armed Forces. An important point of the END is the narrowing of the MD's relationship with other ministries and their agencies, in particular the MDIC, MCTIC, and the MEC.
