ABSTRACT

In the field of aid and economic cooperation between China and Africa, we can also trace the influence of cultural heritage. Tocqueville argued that democracy could exist in the United States (US) because of its cultural heritage, while Weber believed that capitalism in its essence is a phenomenon of religious culture. One of the missing subjects is the linkage between culture and China's Africa policy. It is interesting because all foreign policy embodies historical tradition, social values as well as political ideology of the nation-state concerned - it therefore has a direct linkage with the culture of that country. The European Union and China have different cultural traditions, yet they both want to develop good relations with Africa. Mutual criticism will not lead to this ideal, whereas the exchange of ideas and lessons from their own process of development would increase their mutual understanding.
