ABSTRACT

This chapter explains the linking of international high-level energy dialogues with the policy implementation. The experiences of the energy dialogues between the BICS and the European Union underline the importance of the link between high-level political dialogues with implementation and cooperation projects. The instrument of policy dialogue serves to bring different stakeholders from the EU and Emerging Powers together, to engage in an exchange of views, experiences, technology and so on as well as learning within these epistemic communities. According to our cross-country survey, triangular cooperation as an innovative mode of international cooperation between an OECD DAC donor and a new development partner is gaining in importance. Political communication, public diplomacy, and the instrumental use of dialogues in development cooperation are just a few examples in this very broad field. Theoretical and empirical insights have provided evidence of the inter-linkages presented in the chapter.
