ABSTRACT

This chapter introduces the idea that the inter-organizational cooperation can be analyzed as a form of exchange between the actors involved, which forms the basis of our framework. In such an exchange, social actors trade resources of the material and immaterial kind, such as money and information. The chapter then identifies the dynamics of inter-organizational cooperation and analyzes the motivations of the actors involved in the Brazil-EU dialogue, concentrating on business actors as these are the most active players in this particular case. The interests of private actors are reflected in the agenda of the EU-Brazil business summits, which take place parallel to intergovernmental high-level meetings. The chapter documents the manifold channels through which foreign private actors with an interest in energy governance approach Brazilian policymakers and public agencies. It concludes by formulating some policy recommendations on how to improve public-private relations in the energy dialogue.
