ABSTRACT

This chapter analyzes the rapidly changing energy world and the new challenges evolving from these developments for international energy governance and the EU-Emerging Powers energy dialogues. The chapter starts from the assumption that international energy governance is highly segmented and fragmented and that it has developed historically in response to market and political developments. While EU Member States are well incorporated into the energy governance landscape, the (newly) Emerging Powers Brazil, China, India, and South Africa are also, but to a much lesser extent, integrated into the existing institutions and regimes. With respect to present and future energy challenges, these loose ties or even missing links might prove to be an obstacle.
