ABSTRACT

When Athens was declared the capital of the newly-constituted Hellenic state, the city was in ruins after the events of the War of Independence. The aim of the new kingdom under Otto was to create a European metropolis worthy of royalty. To this end, a statutory framework was created that comprised new city plans and texts to provide comprehensive urban planning legislation. This study investigates the regulations that were enacted for the construction of buildings in Athens during the period of Otto’s reign, on the basis of which the capital city of the new Hellenic state was built during the nineteenth century.
