ABSTRACT
Though scope and goals vary, discussions about regional open skies agreements and regional liberalisation are in progress in most parts of the world. There are at least 12 agreements in operation for the liberalisation of interregional air transport services, and eight of them provide for instant or phased-in liberalisation leading to full market access (ICAO 2009).
