ABSTRACT

This chapter provides a straightforward approach to budgeting and resourcing. It includes consideration of planning requirements, costs, financial reporting and other skills involved in performance control management. The capability of any internal public relations (PR) function to plan, manage and execute the project is assessed alongside requirements to manage routine operations. An organized approach enables management of five key elements of campaign plans: human resources, budgets, time, scope and quality. Information management systems and processes help to predict, monitor and report on each element. The successful implementation of plans to achieve the required objectives is still affected by a number of practical considerations, emphasizing the importance of an adaptive approach. Technology is increasingly enabling processes to be automated and made more efficient and effective. Workflow mapping is suggested as a means of investigating where technology may be deployed. Business process management focuses on the governance and improvement of 'essential business processes', which may be facilitated by the use of technology.
