ABSTRACT

As a group, state-owned enterprises (SOEs) have not emerged as leaders in the response to global climate change concerns. Institutional investors, fully publicly traded companies, investment banks, non-governmental organizations, concerned government actors, and activist groups have all played a role in the global efforts to mitigate climate change. SOEs, for the most part, are nowhere to be found. This chapter argues that SOEs have an important role to play in these efforts. SOEs uniquely have the capability to help solve two significant problems plaguing the global energy landscape, i.e., the risk of stranded assets and the deficit of green financing. This chapter will explain the significance of these two problems, introduce some of the actions already taken by other groups, justify the argument that SOEs should act now, and outline what actions SOEs could and should be taking.
